Government wants more migrants to fill job gaps – BCC News

The Isle of Man government says it needs more workers from other countries because many jobs on the island are empty and local people cannot fill all of them.

The government shared its new migration plan in Tynwald (the Manx parliament). This plan is based on a report from 2024 that looked at what encourages people to move to the island and what stops them.

David Ashford, the Cabinet Office Minister, explained that the government is working on:

  • improving the immigration system
  • updating visa rules
  • creating new benefits to attract workers

He also said that local workers will always come first. Workers from outside the island will be invited only when no local person is available for the job.

Ashford told members that bringing in more workers is an important part of the government’s economic plan. The government wants to create and fill 5,000 new jobs by 2032.

Right now, the unemployment rate is very low — only 0.7%. This means there are more job openings than people looking for work, especially in health and social care.

The island is also facing a population problem. In 2024:

  • 907 people died
  • Only 485 babies were born

Because of this natural decline, more workers are needed from outside the island.

Population and Migration Updates

The report showed that between the 2021 census and early 2024, the population increased by 1,285 people, and the average age of new arrivals was 39.

Ashford listed a few main goals:

  • Train and improve the skills of local workers
  • Keep the island secure.
  • Protect the Common Travel Area rules

The government is bringing these changes over the next three years, and some of them have already started.

Tynwald has also approved a new immigration health surcharge, similar to the one in the UK. This money will mainly go to the NHS to support healthcare.

There will also be:

  • Higher salary requirements for visa holders
  • faster visa processing
  • new plans to attract younger workers
  • programs to bring Manx people living abroad back home

A test version of the “welcome home” plan will start in April 2026.
